Following are the key findings of a report by the International Olympic Committee disciplinary commission, headed by former Switzerland President and Federal Council member Samuel Schmid, that led to Russian Federation being banned from the Pyeongchang Games on Tuesday.

IOC President Thomas Bach called the situation "an unprecedented attack on the integrity of the Olympic Games and sport".

The absence of Russian athletes would sap many events of top competitors.

The politician is now head of the organising committee for the 2018 World Cup in Russian Federation.

Some had feared a repeat performance from the International Olympic Committee on Tuesday, despite a second report by McLaren in December 2016 which confirmed that more than 1,000 Russian athletes had been involved in, or benefited from, state-sponsored doping. However no announcement has yet been made by the country's president, Vladimir Putin, or the Russian Olympic Committee.

Of the growing number of athletes who have been stripped of their medals, Bach said the IOC is looking at how to give the clean athletes who are elevated to the podium the recognition they deserve as they are recognized with Olympic medals.

The commission noted that the McLaren Report did not mention that the Russian Olympic Committee (ROC) participated in the system.

Mutko, who was also banned from the Rio 2016 Summer Games, had been implicated in the WADA (World Anti-Doping Agency)-commissioned McLaren report.

The IOC also hit Russian Deputy Prime Minister Vitaly Mutko with a lifetime ban from the Olympics over his role in the country's doping program. As a result, no official from the Russian Ministry of Sport for the Olympic Winter Games PyeongChang 2018 will be accredited. In the 2014 Winter Games in the Black Sea resort of Sochi, Russia led the medal count, with 33 overall and 13 golds. The commission relied heavily on the testimony of former Moscow laboratory director Grigory Rodchenkov.

The executive board reached its decision Tuesday after a scheduled 4 1/2-hour debate when it heard from a Russian delegation that included world figure skating champion Evgenia Medvedeva.

In the space of one month the International Olympic Committee dishes out similar sanctions to 25 Russians from Sochi Games.

The World Anti-Doping Agency (WADA) sets up an independent commission headed by its former chief, Dick Pound, to investigate the claims.

"The IOC, at its absolute discretion, will ultimately determine the athletes to be invited from the list", said the IOC's statement, ruling out all those to have previously committed a doping violation.
