Police said they were not seeking anyone else in relation to the incident. The incident happened just after 3 p.m. on the bike path that runs along the highway in Lower Manhattan. It is a selective public school, one of nine specialized New York City high schools that admit students based on test scores.

The incident occurred at Chambers Street and West Street, which is near a community college, a high school and a few blocks north of the September 11 memorial.

A man who was riding in an Uber along the West Side Highway near Chambers Street said he saw several bleeding people on the ground after the truck struck several people. Four people were removed from the bus and they had minor injuries, the official said.

Video of the scene shows at least two people lying limp in the street. The witness added that the truck crashed into a school bus and the driver got out and opened fire. The vehicle continued south before it struck another vehicle.

One person is in custody and no others are being sought, the NYPD said.

A spokesman for New York Mayor Bill de Blasio said that the mayor was on the way to the area and that there was "no active threat". Multiple law enforcement officials tell ABC News that the suspect in custody has been identified as 29-year-old Sayfullo Saipov from Tampa, Florida.

New York Gov. Andrew Cuomo called it a "lone wolf" attack.

President Trump and the first lady both tweeted responses. People are running past me, saying, 'He's got a gun.
