But United Nations representatives were given their first access to Rakhine since the trouble erupted, in a visit that came as Bangladesh Foreign Minister A.H Mahmood Ali held talks with Myanmar's Minister of the Office of State Counselor Kyaw Tint Swe.

The home minister had also said that India would not violate any worldwide law by deporting Rohingyas, as it was not a signatory to the UN Refugees Convention 1951.

Bloody riots in 2012 forced over 100,000 Rohingya to flee to refugee camps in southeast Bangladesh, where many still live.

Bangladesh and Myanmar have agreed to set up a "joint working group" tasked with paving the way for the return of hundreds of thousands of Rohingya refugees, who have fled a brutal military crackdown in Myanmar's Muslim-majority Rakhine State.

The attacks prompted a vicious response by Myanmar's authorities, resulting in clashes and death of hundreds of Rohingya, while hundreds of thousands have fled the conflict area.

Lowcock said a senior United Nations official was expected to visit Myanmar in the next few days.

Aid agencies have warned of a malnutrition crisis with about 281,000 people in Bangladesh in urgent need of food, including 145,000 children under five and more than 50,000 pregnant and breastfeeding women.

Myanmar state counsellor Aung San Suu Kyi, a recipient of the Nobel Peace Prize, has come under global criticism for her alleged failure to protect the minority Rohingya people.

She has said Myanmar will take back anyone verified as a refugee, but that could take months or years and is unlikely to solve the immediate crisis.

With New Delhi lending an ear to Bangladeshi concerns, Foreign Secretary Haque now says India and Bangladesh are on the same page even as he praised India's stance including at the UNHRC.

"We don't want to take actions that exacerbate their suffering".
