According to data released this week from the U.S. Census Bureau, only 8.8 percent of Americans were uninsured in 2016.

Last year, 28.1 million people, or 8.8% of the US population, were uninsured for the entire calendar year, down from 29 million people, or 9.1% of the population in 2015. It's the second consecutive annual decline for the measure. The drop in New Mexicans without health insurance - or, put another way, the growth in the number of New Mexicans who do have health insurance - continues a trend triggered when Gov. Susana Martinez opted in 2013 to expand Medicaid to more New Mexicans.

Texas' GOP leaders have grappled with closing the state's coverage gap, but haven't pursued the most direct path, expanding Medicaid eligibility under the Obama-era Affordable Care Act. Those without health insurance in 2014 made up about 14.5 percent of the population compared to 10.9 percent in 2015.

The number of Americans without health insurance dropped by 2.5 million a year ago, on top of an improvement of more than 15 million in 2014 and 2015, after key parts of the health care reform law took effect. Hispanics had the highest uninsured rate at 16% in 2016.

The number of Wisconsinites who do not have health insurance fell sharply during the first three years of implementation of the Affordable Care Act (ACA), according to new survey data released today by the U.S. Census Bureau. He was elected governor later that same year and has consistently opposed allowing the state to take part in one of the ACA's key components, making anyone with incomes below 138 percent of the federal poverty level eligible for Medicaid, now known in Kansas as KanCare. That means Kansas now has a higher uninsured rate, 8.7 percent, than the national average, 8.6 percent. Almost all of the decrease in 2014 came from Medicaid expansion states. The only statistically significant gain in coverage (0.4 percent) was in the Medicare population. For example, Hispanic patients had the highest uninsured visit rates before Medicaid expansion and, after Medicaid expansion, a significantly smaller decline in rates of uninsured visits than non-Hispanic whites and non-Hispanic blacks. Most states continued to see decreases in their uninsured rates previous year, with only 11 states seeing no drop.

White people had the lowest uninsured rate of any ethnicity at 6.3%. Census' report for that year showed that 10.4 percent of Americans, or 33 million people, still lacked insurance. Like the Minnesota's 1332 proposal, Oregon's proposal would reinsure claims that exceeded an attachment point at a specified percentage rate up to a cap, instead of reinsuring cases with particular conditions as Alaska will do in its 1332 waiver program. However, 68 percent of people with incomes below $25,000 had government coverage compared to only 18.8 percent of those with incomes at or above $125,000.
