US and South Korean military forces are gearing up to start joint large-scale air, land and sea maneuvers Monday in South Korea.

The ministry quoted Lavrov as saying tensions could rise again with the USA and South Korea set to start large military exercises on August 21.

North Korea's state news agency KCNA reported earlier in the day that leader Kim Jong Un had examined plans for a launch.

"Whatever ups and downs we face, the North Korean nuclear situation must be resolved peacefully", Moon also stated.

The Trump administration has rejected that appeal in the past, and the Pentagon gave no indication Tuesday that it was changing its plans even as Secretary of State Rex Tillerson insisted he was looking for a way to restart negotiations.

He said dialogue could start but that North Korea should first halt "nuclear and missile provocations".

"The United States and President Donald Trump too have agreed to discuss any options it may take with South Korea regardless of what kind of options it takes".

Tension on the Korean peninsula has increased in recent months over concern that North Korea is close to achieving its goal of putting the mainland United States within range of a nuclear weapon.

There will be no war on the Korean peninsula, South Korean President Moon Jae-In said Thursday, saying Seoul effectively had a veto over U.S. military action in response to the North's nuclear and missile programmes.

The United States has called on China to do more to rein in its isolated neighbor North Korea, while China has said it is Washington that needs to be making more efforts to lessen tensions and speak directly to Pyongyang.

China, North Korea's largest trading partner, has vowed to enforce the new sanctions, as it has done with previous imposts, and says it is ready to pay the price.

Referring to North Korean leader Kim Jong Un, Trump also told reporters, "If he does anything with respect to Guam or any place else that's an American territory or an American ally, he will truly regret it".

Trump said nothing about North Korea during a raucous 25-minute exchange with reporters at Trump Tower in NY.

"The urgent task is to slam the brakes on the mutually provocative words and actions between North Korea and the United States", the Chinese statement said.

Supersonic B-1B bombers from the US Pacific Command's Andersen Air Force Base in Guam are often flown over the peninsula for joint exercises and to demonstrate Washington's "full range of military capabilities" - always infuriating Pyongyang. One positive sign of that, he said, was the latest round of sanctions on North Korea, orchestrated by the United States and passed at the United Nations Security Council.

President Trump responded to the Post report by vowing that North Korea "will be met with fire and fury like the world has never seen".
