The DIA 's latest assessment comes against a backdrop of growing global concern regarding North Korea's nuclear and missile testing.

President Donald Trump and his U.N. team, including Ambassador Nikki Haley and Secretary of State Rex Tillerson, have been pushing hard for weeks to build a consensus on sanctions against the pariah, rogue communist nation.

China doesn't want North Korea to collapse and certainly doesn't want the Korean Peninsula unified under a pro-U.S. government in Seoul, but it doesn't like Pyongyang's nuclear capabilities or missile program one bit, and neither does anyone else.

"After many years of failure, countries are coming together to finally address the dangers posed by North Korea", Trump tweeted on Tuesday, adding that "we must be tough & decisive!"

The new sanctions are the toughest yet, potentially cutting off a third of North Korea's exports and undermining the country's stabilizing economy.

North Korea is already past that threshold, however, which puts additional limits on US or Chinese leverage. However, both the use of airstrikes and USA troops to attack such facilities were supported by a minority of Americans; 40 percent and 28 percent, respectively.

"There is no bigger mistake than the United States believing that its land is safe across the ocean", the news agency said.

Military options include launching a "preventative war" against North Korea, White House national security adviser H.R. McMaster has said.

Hours earlier, North Korea vowed to retaliate against the United States for the UN Security Council's adoption Saturday of fresh sanctions against the country.

At times the administration seemed to signal, nearly casually, that it was considering a preemptive strike on North Korea, which could trigger a land war on the Korean peninsula and the deaths of tens of thousands of people.

On North Korean leader Kim Jong Un, 91 percent of respondents view him unfavorably and 6 percent view him favorably, the poll shows.

It also points to more evidence that North Korea isn't listening to the diplomatic threats from the West.

A section of the latest DIA report, which was dated July 28, was read over the telephone to the Washington Post by an official.
