Ukrainian athletes to take part in IAAF World Championships in London

Addressing the International Association of Athletics Federation's (IAAF) Congress in London, Dmitry Shylakhtin went further than any Russian official has gone before in acknowledging the scale of his country's doping, and issued the closest statement to a full apology for that cheating.

The head of Russia's athletics federation (RusAF), Dmitry Shlyakhtin, apologised to the members of the Congress for the mistakes of the past and asked that the ban be lifted.

Despite his comments, the IAAF Congress voted in favour of maintaining the ban, imposed in November 2015 after a World Anti-Doping Agency (WADA) report found evidence of state-sponsored doping in Russian Federation.

The voting followed a report delivered on Monday by Independent chairperson of IAAF Taskforce Rune Andersen, who recommended the participants of the IAAF Council in London to keep in force the suspension of the Russian track and field body, also referred to as RusAF, since Russia has not implemented in full the criteria necessary for its membership reinstatement.

"Suspension of the Russian athletes from all global competitions was a harsh decision, but we accepted it, as we understood the inevitability of such a step and the need to say stop to doping and corruption", the RusAF chief stated.

"We need to do everything over the next few months to normalise this situation".

However, RB Leipzig are still hoping to convince Keita to sign a new contract which would remove the clause. Liverpool have agreed terms with the player, but at the moment Leipzig have batted away all their offers.

He then listed the changes RusAF has made in terms of personnel, the athletes and coaches it has disqualified and the cooperation it has given to the French and Russian criminal investigations into the bribery and doping scandals. It has thus been ruled out of the olympic games-2016 in Rio and will not be at the start of the Global 2017, which begin Friday in London.

It has meant that Russian Federation missed last year's Olympic Games in Rio de Janeiro and its 19 athletes competing at the IAAF World Championships, due to start in London tomorrow, will have to compete under a neutral banner.

The Russian federation's decision to hold the national championships after the entry deadline for the worlds ultimately deprived three athletes, including Aksyonova, of the chance to compete in London.

A total of 166 people at the IAAF Congress voted in favor of extending the suspension term for the ARAF, while only 21 voted against.

"Their fate is in their own hands", Andersen said.
