While the White House has not provided many details about what will be announced, it has been reported that the president and the two senators will be rolling out a new initiative with the goal of significantly lowering the number of people immigrating to the United States. The bill would also cut the number of refugee admissions in half, reduce the number of green cards issued to relatives of immigrants already in the U.S., and eliminate entirely the diversity visa lottery now used to allocate permanent residence permits to applicants from around the world.
Under an immigration reform proposal endorsed by President Donald Trump, the United States would issue green cards on the basis of merit, favoring able-bodied English-speaking immigrants, rather than the current diversity lottery system.
Perdue and Cotton's legislation would replace the current process for obtaining legal permanent residency, or green cards, creating a skills-base point system for employment visas.
Both Cotton and Perdue introduced a bill earlier this year that would cut in half the number of green cards issued per year, from 1 million to about 500,000. LONG HISTORY Slashing legal immigration has always been pushed by low-immigration advocacy groups in Washington like NumbersUSA and the ideas have been backed by now-Attorney General Jeff Sessions, who is now facing public criticism from Trump. Under the RAISE Act, only spouses and minor children could apply for admission based on family ties.
"I want to thank Senators Tom Cotton and David Perdue for their tremendous work in putting together this historic and very vital proposal".
But when Trump has given interviews or participated in off-the-cuff forums, he's sounded much more enthusiastic about immigration and used talking points that sound more reminiscent of pro-business allies who don't want any reducation.
The measure is based on a bill that was developed in Congress by Sen.

"This legislation demonstrates our compassion for struggling American families who deserve an immigration system that puts their needs first and puts America first", Trump said, speaking straight to his most loyal voters. NumbersUSA President Roy Beck hailed the bill and said that it "will do more than any other action to fulfill President Trump's promises as a candidate".
That bill has stalled for months in the Senate.
The RAISE Act is part of a larger strategy to scapegoat immigrants and further marginalize people of color.
Trump has also been reluctant to end the Deferred Action for Childhood Arrivals program, started by President Barack Obama, which provides work authorizations to immigrants brought to the US illegally as children.
The RAISE Act, which Cotton and Perdue introduced in February, would scrap the current lottery system to get into the US and instead institute a points-based system for earning a green card.
