House surprisingly rejects ban on military funding for transgender health needs

The Missouri Republican proposed - then withdrew without a vote - an amendment barring transgender people from serving in the armed forces, but threatened to reintroduce it if the Pentagon didn't reverse the Obama-era policy change in favor of openly transgender service.

"Military service is a privilege, not a right", Hartzler said in June.

The House of Representatives voted down a measure on Thursday that would have banned the coverage of transition-related health care for transgender troops.

"Make no mistake, the effect and the intent of this unjust and mean-spirited amendment is to ban patriotic Americans from serving our country", Pelosi said. Mattis stated that "this action in no way presupposes the outcome of the review" and does not change the policies now in effect, including the policy of allowing those now enlisted to serve openly as transgender.

"This vile amendment is a vicious attack on service members who are sacrificing so much and putting their lives on the line for our country", said Ashley Broadway-Mack, president of the American Military Partner Association. Trans people who were already serving in secret were allowed to immediately come out without fear of being discharged. Two dozen Republicans opposed the measure, which comes at a time when the military is still adapting to the open service of transgender troops.

Congress has defeated an attempt to prohibit the military from providing or covering medical treatment such as hormones or gender confirmation surgery for active transgender military members. The final votes were 209-214.

Democratic Whip Steny Hoyer, D-Md., called the amendment a form of discrimination and bigotry "which had no other objective but to denigrate transgender men and women who serve our country".

Officials said those charged in the schemes include more than 120 people involved in prescribing and distributing narcotics. USA and state authorities are grappling with a national opioid addiction epidemic.

Rep. Hartzler stated that she was pleased with the decision to delay the enlistment policy, and will continue to press for a full reversal of the Defense Department's transgender policy.

During the Rules Committee hearing, Rep. Jared Polis, a Democrat from Colorado, attempted to remove Hartzler's amendment from the bill.

Transgender service members were only able to serve openly previous year, and have been entitled to their essential medical care since October. All the House's Democrats voted against it, as did 24 Republicans.

Today, HRC lambasted an anti-transgender amendment being offered by Representative Vicky Hartzler (R-MO).

"This amendment would put the health of members of our military and their families at risk by undermining the ability of military doctors to provide care for their patients", Thompson said in a statement.

Congresswoman Hartzler argued that taxpayers should not be responsible for transition-related healthcare, including hormone therapy. Speaker Paul Ryan (R-WI) also predicted it would pass, suggesting the need to work closely with the Defense Department on its implementation. Ash Carter said a year ago, when he announced the policy to allow transgender service, that a study by the RAND Corporation found health care "costs would be minimal" and that "the medical treatment that service members who are now transgender require is fairly straightforward, well understood".
