The road where the soldiers celebrated was scarred with gaping holes from explosions and rubble from a flattened multi-storey shopping mall.

Stripped of Mosul, ISIL's dominion in Iraq will be reduced to mainly rural, desert areas west and south of the city where tens of thousands of people live.

Joint Command had announced that Prime Minister Haider al-Abadi, who is also the commander-in-chief of the armed forces, will be the one to declare final victory.

According to The Washington Free Beacon reports, the militant group still maintains strangleholds in northern Iraq, including Tal Afar, and in the western province of Anbar.

The United Nations predicts it will cost more than $1-billion to fix basic infrastructure in Mosul.

In some of the worst-hit areas, nearly no buildings appeared to have escaped damage and Mosul's dense construction means the extent of the devastation might be underestimated, United Nations officials said.

The recapture of Mosul will not however mark the end of the threat posed by ISIS, which holds territory elsewhere in Iraq and is able to carry out frequent bombings in government-held areas.

During their impromptu victory celebrations, some of the Iraqi soldiers waved pictures of Hussein, the grand son of prophet Mohammed who is immensely revered by the Shi'ites.

A United States-led global coalition is providing air and ground support to the eight-month offensive to wrest back Mosul.
