Mr Hammond said the United Kingdom would definitely be leaving both the EU single market and the customs union, but said that a transitional deal to enable a smooth exit from both was highly desierable.

The Chancellor, who was barely visible in the run up to the June 8 vote, said the Conservatives would have "probably done better" if they had focused on its economic record. "I was shocked as I think everybody else was".

The chancellor, who has been calling for Brexit talks to prioritise the economy, also warned that leaving the European Union without a deal would be "a very, very bad outcome".

Philip Hammond warned that "people are tired of the long slog" of austerity as he promised to look again at planned reductions in money for councils.

Mr Hammond said his role in the campaign had not been the "one I would have liked it to be".

Asked if the PM's former aides Nick Timothy and Fiona Hill had kept him off the air waves, the Chancellor replied: 'I'm not going to speculate about what happened inside the campaign leadership team.

"The end result is that in my judgement we did not talk about the economy as much we should have done".

"I will be delivering a budget in the autumn and you will find out then what we are proposing".

Speaking on the Andrew Marr show, Mr Hammond said that he had already changed the fiscal targets he had inherited when he took on the job and had created "a lot more flexibility to respond to the situation on the ground", which the government would use if necessary.

It also plans to replace its membership of the customs union, which enables tariff-free trading within the EU, with a new arrangement that lets it strike trade deals with the rest of the world.

May has said she is open to some kind of association agreement with the customs union and wants to avoid any so-called "cliff-edge" into uncertain trading conditions, but she has also said Britain must be able to control immigration - something it can not do while a member of the EU.

"No deal would be a very, very bad outcome for Britain, but there is a possible worse outcome and that is a deal that is deliberately structured to suck the lifeblood out of our economy over a period of time".

Elsewhere in the interview, the Chancellor addressed reports that he advocated remaining in the European Union customs union, which isn't part of Prime Minister Theresa May's "hard Brexit" strategy.

"It's a statement of common sense that if we are going to radically change the way we work together, we need to get there via a slope, not a cliff edge", he said.

That source, and another in the Conservative party, said May's misjudged election gamble had undermined her authority, leaving her in the thrall of the two wings of her party that have differing views for Brexit - "purists" who want a clean break and "remainers" pressing for close ties.
