Even though she did not mention Donald Trump by name, Freeland rebuffed numerous USA president's policies by outlining the main stances of Canada´s Prime Minister Justin Trudeau's liberal foreign policy.

The speech is meant to foreshadow the release of Wednesday's defence policy review, which is expected to make the case for billions in new military spending.

Freeland, however, expressed deep disappointment at the US abandonment of the Paris pact and said the existing worldwide order helps constrain powerful nations.

"To put it plainly: Canadian diplomacy and development sometimes requires the backing of hard power".

And she added that, unlike the United States under Trump, Canada would not reject global alliances, and would continue to "work with other like-minded people and countries who share our aims".

"It would be naive or hypocritical to claim before this House that all Americans today agree", she said.

The Canadian foreign minister did not mention Donald Trump by name, but in context, she didn't have to.

"It is by pulling our weight in this partnership, and in all our global partnerships, that we, in fact, have weight", she said.

Canada announced Wednesday it will increase its defense spending by 70 percent over the next 10 years in part because, said its Foreign Affairs Minister, many Americans want to "shrug off the burden of world leadership".

Trump's relationship with Sessions, though, is much stronger and longer-standing than his relationship ever was with Comey. Things appear to be tense between President Trump and one of his longtime supporters, Attorney General Jeff Sessions.

Canada, she said, would "strive for leadership" in multilateral global forums such as the G7, the G20, NATO, the United Nations and the World Trade Organization. To say this is not controversial: "it is simply a fact".

Although Freeland was careful to say that Canada was "grateful" for the "outsized role" that the United States has played in the world, there was an undertone of disappointment throughout the speech, something seldom heard recently in Canada-U.S. relations.

"Such a dependence would not be in Canada's interest". "As Prime Minister Trudeau said last week, Canada is deeply frustrated by the decision of the USA federal government to withdraw from the Paris Climate Agreement, ' she said".

Ottawa's sudden break with Washington comes after German Chancellor Angela Merkel said last month that the United States was no longer a reliable ally, and amid public outrage in Britain over Trump's tweets seen as critical of London's Muslim mayor following an attack that killed seven people, including a Canadian woman.

This will not go down well with the prickly - and, it seems, at times paranoid - American President.

"Whatever their politics, Canadians understand that, as a middle power living next to the world's only super power, Canada has a huge interest in an global order based on rules", Freeland said.

Freeland's third goal is to add new trading partners to counterbalance its biggest client, the US-as the two countries and Mexico prepare to revamp NAFTA.
