Police are still determining a motive, and have not found correlations between most of the victims and Saucedo. Authorities say Saucedo did not know the other victims.
A Phoenix man was arrested on Monday in connection with a series of shootings that left several people dead in the city, police said at a news conference.
Chief Jeri Williams said police have linked Saucedo to two additional killings - the August 2015 homicide of 61-year-old Raul Romero, and the January 2016 death of Jessie Olivas - in the course of their investigation. In the last four months, seven people were shot and killed. On Monday, they raised the number of people killed to nine and said there were 12 total shootings - with the first one happening in 2015.
The targets of the serial shooter included men, women and children, many of them ambushed near their homes, between August 2015 and July 2016.
For more than a year, Phoenix police were stumped by a string of killings in which a shooter stalked victims after dark and gunned them down as they stood outside their homes or sat in their cars.
