Kiwis coach David Kidwell and New Zealand Rugby League made the decision that both would be omitted from the World Cup squad.

Kidwell decided that the integrity of the Kiwis jersey was more important than how detrimental it would be to go into a World Cup campaign without Bromwich and Proctor.

An emotional Kidwell said both players - who stand to lose $120,000 each from a maximum six games at the World Cup - had broken his trust.

Their national coach, David Kidwell, said he had no tolerance for such behaviour.

Neither are expected to face police charges, however it is believed the NRL integrity unit is awaiting evidence of drug-use that would result in a strike under the game's drug policy.

Bromwich had already announced he would step down as New Zealand Test captain, with his Melbourne Storm NRL club banning him for two NRL matches and dropping him from its leadership group.
