The rule regarding the use of red, white and blue lights under rule 108 (1) (iii), which says some category of vehicles can be specified by the Centre and States to use red lights, will be removed, he said. The rule also excludes emergency services vehicles like ambulances, fire trucks, police, and the army.

Road Transport and Highways Minister Nitin Gadkari was probably the first to have the red beacon removed after the cabinet meeting.

Finance Minister Arun Jaitley told reporters that two main changes will be made.

Munde said VIP culture will not end with just the removing red beacons from cars, but foreign tours and felicitation functions of ministers should also stop.

The first came from a Bengal bureaucrat, the second from a bureaucrat anxious about his privileges and the third from a police officer forced to salute VIPs in beacon-fitted cars and look the other way when they flout traffic rules. They have no relevance whatsoever, it added. The cars would run a red traffic light with impunity and cut off regular vehicles at will.

Last week, the Prime Minister's Office (PMO) called a meeting to discuss ending the VIP culture.

In the past months the newly elected chief ministers of Punjab and Uttar Pradesh banned the beacons for state officials.

"The Supreme Court had given its verdict on 10 December, 2013 about which cars be allowed and which ones not for use of red beacons".
