The attorney of David Dao, the man dragged off a United Airlines flight earlier this week, says he definitely plans to sue the airline and the city of Chicago for what transpired and the injuries Dao sustained. Millions of people saw the word "Police" on the officers' jackets in the video of Kentucky physician David Dao being dragged off the jet.

Jeff Redding, deputy commissioner of safety and security for the city's Department of Aviation, told aldermen that operating procedures bar aviation officers from boarding a plane "if it's a customer service issue". United refunded all the tickets to passengers on board Flight 3411.

Demetrio said the family accepts "with gratitude" the airline's "staged" apology.

Demetrio said the city could face some culpability for the situation.

This update has been corrected to show that the United vice president is John Slater, not Jeff Slater.

He suffered a "significant concussion", a broken nose and lost two front teeth, Demetrio said.

Demetrio and another lawyer said neither they nor Dao's daughter, Crystal, had yet gotten any communication from United. Munoz said Wednesday that he had left a message for Dao.

Demetrio said Dao has no memory of returning to the plane.

"We took too long to say anything, and our statement - when it first came out - did not show the depth of our concern and regret", Smith said.

"Our U.S. airlines have failed to promote cabin safety over their profits", Patricia Friend, head of the Association of Flight Attendants, said to ABC.

In it, Dao can be seen being lifted off his window seat and dragged by his arms off the United Airlines plane. "We were horrified and shocked and sickened to learn what had happened to him and see what had happened to him". The flight was bound for Louisville, Kentucky.

After Bell tossed the inch-and-a-half long creature off of him, another passenger aboard United Airlines Flight 1418 reportedly pointed out that it was unsafe - prompting someone else to stomp on it and throw it in a toilet.

No telling how long this turbulence will last.

The security officers returned, but refused to restrain Dao because he was injured and bleeding, Fuller said.

Dao's lawyers already have taken steps toward filing a lawsuit.

The lawsuit will be filed in Cook County Circuit Court in IL, the lawyer said, indicating it would target both the airline and the city of Chicago, whose Department of Aviation was involved in removing Dao from the plane.
